PSA: Web apps should request a minimum frame rate for screen capture

Chrome 59 introduces spec-compliant video constraints processing in getUserMedia. With these improvements a regression has been introduced that may cause screen capture streams to be reduced to 1 frame per minute if no minimum frame rate has been set. To avoid undesired low frame rates, we therefore recommend specifying a minimum frame rate when requesting a stream that captures the screen. 

This regression has been fixed in Chrome beta (60).
