PSA: removing active support for Android MIPS

Hi,

WebRTC is going to remove the two trybots [1] that compile WebRTC with target_os=”android” and target_cpu=”mipsel”. The Android NDK is deprecating MIPS support in r16 (it will be removed in r17). More info can be found here: https://developer.android.com/ndk/guides/mips.html.

This means that MIPS specific code will not be actively tested anymore but contributions are welcome as always. :-)
