PSA: Removing some files in rtc_base/

In about two weeks, I plan to land two CLs that remove the following files from rtc_base/:

histogram_percentile_counter.h mathutils.h mod_ops.h moving_max_counter.h

safe_compare.h safe_conversions.h safe_minmax.h

(The files aren't actually being removed, just moved to rtc_base/numerics/; however, while rtc_base/ is an API directory, rtc_base/numerics/ is not, so from the perspective of code that doesn't live in the WebRTC repo, these files will no longer be available.)

This is part of an effort to reduce the number of files that are in the WebRTC API for no reason other than that we have historically been bad at API hygiene. This sort of utility code is nice to have, but the WebRTC project doesn't want to be in the business of supporting it.
