The World Bank's Energy group is look for a junior/mid-level short-term consultant (immediately, for 4-6 months) to support the development of an open data platform for the energy sector. The consultant will be joining the team and be in charge of leading the technical development of the open data portal from the WBG side. This will include liaising with vendors and partners, as well as coordinate with the energy team for technical inputs and guidance although the process.

Broad needs are: (i) available now for at least 30% of its time and (ii) have experience in open GIS data platform development and analytics, particularly in developing countries. Some experience in energy / infrastructure would be great but not required.

A bit of background on the program.

Among other areas, IFC's Energy & Resource Efficiency Advisory Group supports the development of distributed energy services companies (DESCOs) in emerging markets that use a range of technologies-broadly falling into the categories of standalone solar home systems, micro grids and mini-grids-to provide energy services. The lack of detailed, as well as accurate, data on the market for energy services has been identified by many DESCOs as a major barrier to their scale-up.

IFC is seeking to develop an Off-grid Energy Access Market Mapping Tool that will facilitate access to information to highlight the opportunity for DESCOs. The Mapping Tool will use GIS and other modalities and data to help identify areas which could potentially constitute an interesting market for DESCOs based on a number of criteria. These criteria should include but not be limited to: population density, proximity to grid, inclusion in grid extension plans, road access, potential for productive activity, renewable energy resource profile (solar irradiation, hydro and biomass potential, wind speeds), income levels and mobile telephone connectivity. Furthermore, the Mapping Tool should be dynamic, allowing new data to be incorporated in a user-friendly way as it becomes available. IFC is seeking the services of a specialist firm to develop and populate a Mapping Tool with data for several countries in Sub-Saharan Africa, with a proposal the possibility of expanding coverage to the entire region.
