Dayzcommander wont install

I cant get it to install keeps giving me the error: error 1001. IntsallUtilLib.dll: Unknown error

Any idea what is causing this?

You need .net 4.0 installed most likely

Downloaded and installed .net 4.0. It is still giving the same error.
