[R-sig-Debian] /etc/R/Renviron doesn't set R_LIBS_USER anymore

Public Service Announcement for Debian/Ubuntu R users.
If you've been installing packages to a local library in your user's
home things might stop working on the upgrade to 3.4.1

Thanks, Alex. I ran into exactly that problem today. Fortunately, it
happened *after* I had read your note. Hence, I managed to come away
with some small bit of my sanity intact.
