Pune annual budget 2016-17 SC (final) expenditures extract/database

Lots of observations to share, will write in later. Major USPs of this doc :
1. Item-wise tracking of alterations made to budget as it went from MC (Municipal Commissioner's draft) version to SC (Standing Committee's final) version.
2. Each budget item has a parent code assigned so you can trace back where it's coming from; that should help you locate all items under a certain department.
3. Work descriptions are in unicode Marathi, so the doc is fully searchable, info can be copy-pasted anywhere, read from mobile and tablets. (and so a relief from having to install ShreeDev, Kruti etc fonts.. compliments to PMC for making the switch)
4. A depts-lookup worksheet is included which will give you a printable readout of the various departments etc that make up the PMC, with list of budget code prefixes that should help you read any budget item with context.

It would be wonderful if you wrote in your analysis, observations in the comments section of our website. Basic idea : we want to empower you to take the full data into your hands, figure it out, and do your own analysis.
Also, there is a team of volunteers from Datameet Pune chapter that is working together on analyzing the budget. We have started with education and water sectors, assigning categories and locations. Please contact us on pu...@datameet.org if you'd like to join in.

Notes:
1. I still have to work on updating the visualizations (which are showing draft budget not final) on the website. Should be done in a couple of days.
2. If you find any _numerical_ error in the doc, then please bring it to my attention asap and avail a free wada pav + chai treat!
3. This is the first time PMC is transparently sharing its budget data in excel format, and it'll be interesting to find where else it's happening in India.. deserves compliments and encouragement from citizens! 4. No, we're not translating it, you learn to read Marathi! :P :P Or volunteer.. there's only 9.6k lines to translate.. and the automatic translations are too hilarious to publish :D.

Hi friends, following up on my last email.. if this stuff is just too
confusing for you then apologies and please skip...

Data visualizations updated.

It has the same tabular data as I shared earlier, but in form of
hierarchical collapsing tables. See screenshot attached. Note: I've
sorted the items by descending value.

You can click on a colored button to expand that section into its
sub-items. This lets you focus and drill down to the department you're
interested in while keeping the rest of the 9.6k lines "folded" away.
You can copy-paste things from here (that's important!)

You can save the page to your computer (Ctrl+S) or pen drive and use
it offline too (please save as complete and not html-only). And I am
hoping this can be seen on mobile phone too, but I recommend using
laptop or large screen tab.

There's an interactive pie-chart visualization too there, but while
it's good to give you an overview, for the more serious investigators
out there I felt using a simpler tech and tabular form was better.

For those interested, here are two tools I made and used to get these
visualizations. I made it configurable so that others can use it do
process their data too. Again, this is all simple user-end
javascripts, with the code being in the page's "view source". You can
save them locally directly off the browser and use them offline too..
your data stays on your end. I have to update the documentation on the
pages, but the tools are operational. (and if it doesn't work on
chrome/IE pls try once on Firefox as that's what I use!)
