Am i using D3 the wrong way?

Hi! I would try to write down in a simple way what i try to accomplish. The general idea is something like this http://jsfiddle.net/o9hwqkuf/ ,right now i've started to rewrite the code (using json for data) and learning more about D3 and JS, never touched one of them before, and is the main reason why is such a messy code. Now i have problems, like as you can see the data is nested, and when loading from the file i can't manage to do it well, then there is the problem of the tooltip how can i read an segment of the data and put it when the mouse in any arc? Probably with a better code i can see it (hopefully this afternoon)
