Profiling inner functions using line_profiler

Following Till Hoffmann's notebook describing how to profile Cython code using line_profiler, I'm attempting to profile an inner function. However, I can't seem to get the profiler to work. What I have so far is in this notebook. Can anyone help me figure out how to get line profiling to work for functions created by other functions?
