Monument, OR bike campground opportunity

I was recently in eastern OR and was talking to a guy in Monument who is in the process of making his 5-acre river-front property into a bike campground. He's been laying the groundwork... installing sewer + water lines to build bathrooms/showers, renovating the house on the property for a camp host to live in, planting trees, renovating the commercial building (the old city hall building) that he hopes will house both a diner/bakery and a small store. He's looking for someone to take over the project so he can be free to do other things. It was the kind of thing where if I had said yes I could have moved into the house that day and work would have started immediately. I imagine the same would be true of any reasonably qualified person. So basically this is an offer to move to Monument, OR and have an instant house and job.  Some sort of handyman type skills would be necessary, but full on construction would be done by contractors.

Philip, the guy who's project this is, is going at a snail's pace 'cause he doesn't want to be stuck there to run it. That's why he wants someone to move on to the property and manage/run the thing. He's been hosting folks on a limited and informal basis for a couple years. There's a good buzz going around over there about the economic boost bike tourism can bring. And apparently Travel OR has hosted meetings in several communities telling them "if you build bike infrastructure, the money will come." 
One of the big hurdles is zoning. Philip was boasting that he's several steps ahead of most folks (ranchers, farmers, etc) who want to host cyclists because his lot is zoned commercial. Apparently you can't just open a B&B on your farm without changing the zoning.  
We spoke to several people who are excited for bike tourism to grow over there, but none of them are cyclists. We had a couple ma-n-pa grocery stores ask us what foods cyclists eat and drink. We camped at this primitive CG one night and rolled to a nearby ranch and asked about buying firewood. It was a revelation to the people... "we could sell bundles of firewood to bike campers and deliver it to the CG." 
Anyway, if my life were different, I would jump on the Monument CG thing. I hope Philip finds someone to bring it to life.

Maybe it is worthwhile to forward this information along to the Shift List? I could imagine there may be some in the community that aren't on the Cycle Wild list that would enjoy learning about an opportunity like this...

I would jump at the opportunity if I were single and unemployed.  Unfortunately, I am neither.  I second Kirk's recommendation to post to the Shift list.

I'm looking at touring in Eastern Oregon this September, I may move the tour around a little to deliberately check this out.
