Did you check any of the state GiS websites, like DNR, Ecology, DOT etc.? I know its in one of those. They may be in a data set that is labelled as public lands. Sorry I can't be more specific, but I'm not at a computer to look it up.

Has anyone run across WA state park shapefiles with names and boundaries? I can't find anything from any state portal. I know some of the counties provide State Parks in the ir data, but most do not.
As has been already suggested, a good starting point is the Major Public Lands (non-DNR) layer from DNR. You can filter for state parks via the NAME field. I got a unique list of 178 parks (including typos) when I applied the filter "NAME" Like '%State Park%'. Caveats are in the metadata.
I'll need to look at what QGIS did. I'm a newbie to GIS, but it seemed straight forward to convert from Wash State Plane to wgs84.
