SVG on mobile

Hi to anyone who is near their machine on New Year's eve. I have
always struggled to figure out how to set my view port/container size
for my SVG in order to make sure that it works on both desktop and
mobile.

Have a look at this viz that I'm working on:

On mobile, my tooltip and buttons are super small. On desktop they're
fine. Help would be appreciated.
