Can a company who has obtained a dormant status under section 455 apply for strike off in E-form STK-2 directly or first it has to obtain active status and then file e-form STK-2

As per my view company can file form for strike off without  obtaining status of active company  old act allow for this. but in CA, 2013 there is clear provision for it.

A dormant company need not obtain active status to apply for strike off in E-FORM STK-2 , because as per the instructions kit available with E-FORM STK-2, this form can be filled by both active and dormant company .
