Version 2.0.7 is no longer supported. It is highly suggested you upgrade to 2.4 (The latest is 2.4.9). See http://docs.couchbase.com/developer/c-2.4/download-install.html

Updated to SDK 2.0.7 and PHP 5.5 (CentOS 6.6). config_cache files stopped being created. Moved params from php.ini to the query per another post, and the cache files are still not generated. Anyone notice this as well?
