upgrade to fleet in drop-in way

I upgrade to fleet in drop-in way,https://groups.google.com/forum/#!searchin/coreos-user/$20$2Fopt%7Csort:relevance/coreos-user/QFVl4r_OCfU/3lzB1DubBgAJ

 but  I had with some difficulties, The following:

Dec 07 02:40:32 core-01 systemd[1]: fleet.service: Service has more than one ExecStart= setting, which is only allowed for Type=oneshot services. Refusing.

What can I do to solve it?  Please Give me some advice,thanks!!!!
