Allow a category without consent

I wonder if there's a way to allow a category without consent? Essentially, like essential/necessary cookies, but with the ability to turn them on/off with the usual controls? Using v8, I can't see any simple way to do this, all optional cookies are off until the user clicks accept or turns them on in the control, right?
