I 'm not sure what you mean "pass the cookies between the main domain and the subdomains". A paid license of Cookie Control would work fine from a subdomain. When it runs from a subdomain, ie when a user visits a subdomain, he can accept or decline the use of cookies (based on your consent model). This means that cookies will be placed or not, based on his selection, on that exact subdomain and its parent main domain.
If he later visits another subdomain, he will have to accept or reject the use of cookies there, so again you will be covered. Note that in any case, it's not possible due to browser restrictions to delete cookies that were created on a specific subdomain, from another subdomain:
