Help needed to change language in WordPress

We use WPML to deal with languages in WordPress. We have 2 versions,

1. using the option 'Language name added as a parameter'. English is ...../blog/ and Welsh is ....../blog/?lang=cy.
2. using the option 'A different domain per language'

We have bought a CookieControl licence, and on both sites we have added the plugin, added cy and en as additional translations and have this in the translation field:

locale_t : {

        cy: {
               title: 'TEITL CYMRAEG',
               intro: 'INTRO CYMRAEG',
               full: 'FULL TEXT CYMRAEG'
        },

        en: {
                title: 'lorem ipsum',
                intro: 'lorem ipsum...',
                full:'lorem ipsum...'
              }
   }

but on both sites the en values are displayed for both languages.

Please could someone explain what I'm doing wrong? Any advice would be greatly appreciated.
