Connection Time out

When I try to install Conscript using the executable JAR I get

An unexpected error occurred: Please check your internet connection.

And if you're using a pre-release version of Java, please try with

a final release version. 

Exception message: Connection timed out: connect

 I'm using Windows 7, JDK/JRE 1.7. My company has me behind a proxy server I tried adding that setting both as straight command line arguments to the Java command and by setting the CONSCRIPT_OPTS environment variable, but saw no change in behavior.
