In case anyone is interested, I just got notification from Xilinx of an
interesting-looking new FPGA devboard for US$99.

https://reference.digilentinc.com/arty:refmanual
It's got an Artix-7 35T and includes 256MB RAM, a 10/100 ethernet MII,
1y Vivado Design Edition license (board-locked), and Arduino/ChipKit/
Pmod compatible headers. It looks like the expected use case is as a
MicroBlaze SoC type platform.
Looks like a nice board for anyone interested in moving from standard
MCU platforms into FPGA stuff.
