Inconsistant panel icon size

Using OpenSuse "Leap" 41.2 I find that although I set "Panel Icon size"
to whatever in prefs, when I resize the width of the panel on the side
of the screen to say 90 then custom icons sometimes just vanish. Another
irritant is when regular system icions become very large. It's all as if
the size setting was being ignored.
