If the freebsd talks to the outside world (199.89.229.1), I want
it to identify itself as 198.51.252.1... is this possible?

IP numbers belong to interfaces, not hosts. You have a dual homed host.
When it talks on a given interface it will identify it as that interface.

Any opinions in this posting are my own and not those of my present
or previous employers.
I've compiled support for the tun device into the kernel of my gateway,
but have no idea how to use it.
There doesn't seem to be a man page for the tun device. I even ftp'd a
new copy of the manpages dist from 2.0-950210-SNAP to make sure I didn't
miss it during the upgrade.
Is there someplace in particular I should look for information regarding
this device?

Actually, I think there *is* a man page. Did you do a full install?
The suggestion for using the tunnel device is that it allows you
to pretend to have multiple interfaces when in fact you do not.
This removes the "hack every program you've got" limitation, but
won't necessarily solve the problem without one or more additional
small programs being written.
The author of the tunnel device's email address is listed in the
source code for the device. Have you tried contacting the author?
