l3kernel Release 2018-06-14

This release introduces a new argument specifier, "e". This carries out expansion as \message does, but is itself
expandable. At present, this is available as a primitive only in LuaTeX (\expanded), but the team expect this to be
added to other engines shortly (the changes have been made to pdfTeX and (u)pTeX in the TeX Live sources). Emulation of
this primitive is also available, meaning that e-type expansion can be used with all engines *now*, though it is *slow*
in emulation mode.
At present, the e-type argument is restricted to \exp_args:Ne and similar functions. Where appropriate, some functions
will be renamed to reflect the new type. The team do not expect to use e-type expansion widely until \expanded is
available to the majority of users. ----------------------------------------------------------------------
