Problem with rsh to openvms

Hello all:
I tried to execute NT's(4.0) rsh to execute the command scripts on
Openvms(7.0). Both system is over tcp/ip, ucx for openvms. I could do rsh
with "System" account, but I could not do it with the other user account.
Responding message was " permission denied for VMS user xxxxx".

I had added the proxy to the other account:
$ucx show proxy xxxxx
VMS User_name Type UserID Group_ID Host_name
xxxxx CD xxxx
*
Could someone help me to this problem.
Please tell me where should I add the privilege for the other user account
xxxxx(UAF or UCX), and how?
