Hi there,
Does any one know of any software (shareware/open source/commercial)
that can read the LEF and DEF files and draw the net that I need? I
know that SE does that, but I need a much smaller program that has
this feature and is within my budgets. :)

You can use http://www.freeviewer.org/lef/ this tool for open lef files and this tool is free.
