WCS->OCS transformation

Hello,

Does anyone know how to find the transformation matrix
given the object's WCS, that will transform to OCS?

I create an entity (3d arcs and lines) in WCS and want
to insert it into the drawing database as a polyline
(AcDbPolyline or AcDb2dPolyline) at which point I have
to figure out what the OCS is since that's what
the polyline constructors and edit funcs expect...

Can someone tell me how to set up the WCS->OCS
