Design doc for the opensource log/mirror

Hi all,

Just thought I'd highlight that an initial cut of the log & mirror design doc is now checked in to the repo[1]; I know a few people were interested in this and had asked about it previously.

Do let me know if there are areas you feel need clarification or augmentation.

Al,

"Directory of incoming certificates, keyed by their SHA256 hash."

The SHA256 hash is highly unlikely to collide, but it is not impossible. What happens to the system in the unlikely event that two different certificates experience a hash collision.
