url is empty when using OnBeforePopUp

I am trying to check a popup against and allowed list, but unfortunately the url is empty, I have tried this on v1.25.7 and .v3 and it is empty in both, does anyone know why this is ? I ready somewhere that it was a bug, that should be fixed in v3.
