Does Catsone API -- version 2 -- allows for searching user created fields or parameters?

For instance, we just saw that a user had generated a field or parameter for Legal Status which included H1B, Resident, Green Card, Citizen, TN Permit...  (S)he could search the data interactively.  But is there a way to do this using an API?

Yes, you can filter on "custom fields" via the API. Use get_columns to return a list of all the fields for a particular data type.
