    Summary

    Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

    About the Position:
    This position is located at the Chemical School at Fort Leonard Wood, Missouri. Fort Leonard Wood is located in the beautiful South-Central Missouri Ozarks. The Fort covers more than 61,000 acres and is located in Pulaski County, Missouri. Bordering the installation to the North are the towns of Waynesville/St. Robert and Interstate 44. St. Louis is a 2 hour drive to the East along I-44 and Springfield is a little more than an hour's drive to the West of Fort Leonard Wood.

    Responsibilities

    As an Instructional Systems Specialist, your duties will include the following:

    • Perform a variety of functional and analytical assignments associated with improving, integrating and utilizing educational technologies in non-resident and resident courseware and life-long learning.
    • Serve as lead educational technology and knowledge management integrator.
    • Develop an evolving technology integration plan for the directorate and school.
    • Provide instruction on the delivery of technology enhanced training and education to the U. S. Army Chemical, Biological, Radiological and Nuclear School and Brigade faculty.
    • Provide constant evolving integration of strategic communications, distance education, collaboration tools, knowledge management, simulations, gaming and media into a lifelong learning environment.
    • Serve as the primary integrator and software support for systems which include the Blackboard Academic Suite, the Army Training Requirements & Resource System (ATTRS), Army Knowledge Online (AKO), and distance learning management systems.
    • Evaluate data and provide sound recommendations and justification to assist management on maximum utilization of civilian and military training developers and instructors accomplish the full scope of the U. S. Army Chemical, Biological, Radiological and Nuclear School's lifelong learning workload.

    Qualifications

    In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.     Basic Requirement for Instructional Systems Specialist:

    Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

    In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

    Specialized Experience: One year of specialized experience which includes conducting analysis of technology hardware and content delivery systems; applying developed guidelines to existing system configuration and design; providing solutions that affect the design of instructional systems and training programs; performing training needs assessments; and evaluating existing instructional materials. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

    Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

    OR

    Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

    Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
