Jacob,

That looks like it's timing out trying to connect to your SMTP server. Have you properly configured config/outgoing_mail.yml, and tested that you can connect to that server?

and these are my settings in the outgoing_mail.yml config:

yeah that must be it, I can't get to the internet at all, but my web server is up without any problems and I can ping everything in my LAN. It sounds like a routing problem, but it used to work fine before I changed my ISP.

have you tried add TLS configuration ?
tls : true
enable_starttls_auto : true

We got it to work by pinging the server from our firewall. I have no idea why but everything started working again. Our original settings were all correct.  The only wild card to the equation was getting a new ISP, which is when these issues started.
