Who are they and how to find out? Why does the PRC not allow Tibetans
and Uighurs to hold a referendum on whether or not they want to stay
in China? Canada to its credit allows Quebec to hold referendums
(1980, 1995) on whether or not to stay in Canada. So it's simple, if
