Getting error while installing gems

Hi,

I am working on calabash-android automation setup on window 7 machine

ruby version : 2.2.5 ( 32 bit )

rubygem version : 2.6.6

when opened CMD and run below command

 C:\>gem install bundler

Getting below error 

ERROR: While executing gem ... <Encoding::CompatibilityError>

  incompatible character encodings: UTF-8 and ASCII-8BIT

queries : -

1. how to find out which ruby versions is compatible with ruby gems

2. when do we get this compatibility error and how to resolve this issue.
