Improving accuracy of googlenet

Hi all,

I been using Googlenet on my own dataset. The loss decreasing well but the accuracy did show improvement. Please have a look at the log file attached.

At iteration 7000 the loss was 1.02 and accuracy of 66%.
At iteration 36000 the loss is .46 and the accuracy is still the same 66%.

I do not understand what is going on. I need urgent help(running out of time for submission)
I tried to change the drop out in the loss3 layer to .6 but I couldn't see change. My data is shuffled.
