How to use Parameter Layer as weights in other layers such as InnerProduct?

For the other layers to use the Parameter Layer, the other layer would need to accept the weights as an input / bottom blob.

As far as I know, more than one layer in caffe-master does not support weights as an input / bottom blob, isnt it?
