Hi，I have the same problem with you，and I solve it. You can check and make sure that   protoc.exe , which path is libraries_v140_x64_py27_1.1.0/libraries/bin,  is working. I download the  libraries_v140_x64_py27_1.1.0.tar.bz2, and the protoc.exe doesn't work, and then I copy a protoc.exe form other place.
