Here's the letter we promised to send you, for your potential joining as a co-signer. Also attached is the almost-final spreadsheet of specific changes recommended by Michael Moule, the registered engineer from Nelson\Nygaard we employed to compile these comments. (A final final will be ready by tomorrow.) Thank you Michael for your above-and-beyond effort!

 

I appreciate the difficulty in asking you sign on to something that you will only have a day to look at. We need your response by tomorrow at noon.  

 

In the long run, the most important part of this is the cover letter that spells out our request. It conforms to our strategy so far, which is to request Caltrans to form a task force to look at bikeway design in California from top-to-bottom. I will share with you that there is probably a legislative component to our strategy as well, since state law dictates that bikeway design must strictly follow Caltrans' standards. We will look to you through the Policy Advisory Council to help form that legislative strategy.

 

The gist of the cover letter is summed up in its last two paragraphs, that I will include for you here. Please review the letter and attachments and let me know if you can sign on to this letter.

The attached document details our recommendations for this revision of the Highway Design Manual. Please consider these comments for incorporation into the HDM. We also urge you to address the omissions of necessary guidance in this document. It is imperative that this revision be finalized soon, so that the design improvements included therein can be implemented in the field as soon as possible. 

Furthermore, we request that you recognize the urgency of the changes that we need to the Highway Design Manual (and the related California Manual on Traffic Control Devices) and consider the creation of a task force to produce a new bikeway design manual that incorporates the changes recommended in these comments, the latest research on bikeway design, and the growing demand for new bikeways that are comfortable and safe for all kinds of users.
