iOS and Android developer needed

My name is Philip Matthews.  I'm looking for an iOS and Android freelance developer to help build an app which can communicate with a BLE device. I have engaged a company which will create the UX, but will work with the developer to create the back end.  The app needs to perform three essential functions: 1) Alert the app user when they are further than a designated function from the device; 2) Take a location stamp of the last known location of the device; 3) Provide a lost and found function letting the app user know how far they are from the device.  Compensation may be based on a per hour wage or flat fee, but looking for a developer in the $45 - $100 range with experience developing for Bluetooth devices.  I have the funds available to pay for the app, but am seeking quotes right now.

Would you mind providing a little more details as to what the app is, exactly?

By location stamp of the device do you mean use the GPS? Maybe if you give me the higher level picture I'll understand exactly what you're trying to accomplish.

Philip, 

It sounds to me like you might be paying someone to develop Tile, Kensington, or one of a number of devices already out on the market. You may want to look at some of these, if you haven't already, to give us a reference point for what you are trying to do. I have a list of more than a dozen more if you are interested in looking at what's out there. I also have a couple of developers in my network that are very skilled at BLE and IOS that I could connect you with.
