PWA and push notices

I need to build an android and iOS app and I was thinking about doing it either in Brython or Elm. To be honest, my preference is Brython because I know Python better, it's familiar etc. etc. However, I need the app to be a PWA (progressive Web app) and I need to be able to handle push notifications. Is this possible without diving into a boat load of JavaScript?

Suggestions?
