It doesn't seem like there is an easy way to set "debug=1" in the boto config file and enable debug logging for all programs in boto3.

All I could find is set_stream_logger() in boto3, but I need to enable it for each program by calling it directly?

Are there plans to add back the way of enablement of debugging in boto3 like the way it works in the original boto??
