How can stop chkconfig off for all services on AMI for all instances?

Hi,

   I want to create a script for chkconfig off for all running services when start instances from AMI automatically when scale up. Because I want zabbix should not send me mail until restart the instance, instance take a time to proper response in 5 to 10 minutes once it restart thats Ok. I used "user data" field when i was making machine from AMI its not more efficient for this task. so anyone can help me on this?..any clue..
