Global and python-based config systems

Two things landed today in bob.extension in master.

A global configuration system for bob:
https://www.idiap.ch/software/bob/docs/bob/bob.extension/master/rc.html

And a python-based run-time configurations systems:
https://www.idiap.ch/software/bob/docs/bob/bob.extension/master/config.html

These are two very different features. Please do not confuse them.

You can start using them in your bob packages ... especially the the global config system one in the database packages.

I assume it can also be used in packages that work with an externally downloaded file. Packages like bob.ip.caffe_extractor are a good candidate as well.
