Blueprint and user settings

Does Blueprint transfer only installed packages list to the destination Linux machine or it transfers users application settings as well?

I have tried Blueprint in my virtual environment and what I figured out is that only missed packages have been installed after running 'blueprint-apply name'.

Am I missing something here?
