Translation for 0.11 has started

On track for the upcoming 0.11.0 release, transifex for the 0.11 branch has been opened. Old strings and metadata has been copied where possible.

The planning for release candidate 1 is June 1, aim for the final release is July 1. New translation strings will be included up until the last release candidate.

Translations for 0.10 will remain open as there may be further minor releases on that branch that can include the new translations. I am going to close translations for 0.9. But please, focus on 0.11.
