REPORT No 311

ON THE WIDESPREAD REPRESSION AND HARASSMENT PERPETRATED BY THE
SERBIAN POLICE AND OTHER AUTHORITIES IN KOSOVA FROM JULY 21 UNTIL
JULY 28, 1996

Another victim and a cruel murder of an Albanian: on Saturday
morning, 27 July, at around 8.15 a.m., at the bank of the Toplica
river in Serbia, next to the Prokuple - Kurshumli road, was found
dead Agron Tush Palucaj (1968) from Klina, temporarily employed in
Austria. The LDK branch's informative service of Klina informed
that the late Agron was coming home after he was informed about his
grandfather's earth. He was driving alone in his car and had with
him many goods for his family. His body was found 100 meters away
from the road, with two shots in his chest and one on the lateral
part of his body. His car was found with open doors on a parking
lot, with the engine running and the radio-set switched on. On e
windows were found marks of a white spray which lets suppose that
Agron was attacked before he was hot. There were signs that the
victim was tortured and dragged to the river-side where he was
killed. eside the wounds of the shots, injuries on Agron's head
and on other parts of the body were visible, caused y some heavy
tool. The body was buried on Sunday, 28 July, 1996 in the village
Krushevc i VogYl, district of Klina. We did not get yet any
official information from the investigating authorities.

July 21st,

PRISHTINA: The Albanian daily "Bujku" informed that the Serbian
public prosecutor of Prishtina has hapened the accusation against
Jovica Stevic from the village of Lopar, Dushan Simanic and Jova
Maksimovic from Bijelina, Veselin Alimpic and the policeman Zoran
Grujicic from Shabac, accused for weapons trade. The three first
ones were arrested on July 16 nearby Prishtina with a "Toyota" and
an arsenal of weapons.
FERIZAJ: Some Serbian policemen searched Saqip Sadriu from Ferizaj
for weapons at his house.

July 22nd,

TETOVA: The principal of the University of Tetova, Prof. Dr. Fadil
Sylejmani and the chairman of the senate Milaim Fejziu, were sent
to serve their condemnations, the first one to 1 year of
imprisonment and
the second one to 4 months of imprisonment for alleged obstruction
of the official order authorities to exert "their official work"
on the occasion of the inauguration of the University. Because of
this,
organized by the students' union, a large queue of more than 10.000
citizens, moved through the streets to the Ministry for foreign
affairs, cheering slogans with which they asked to release the
prisoners.
MITROVICA: Four Serbian policemen stopped in the street Ilir S.
Xhemajli (13), and plundered from him 250 dinars and 20 cigarette
boxes.
PRIZREN: Abdullah Tha^i from Prizren, a pedagogic consultant, Qamil
Buzhalla, chairman of the district's financing council, Qazim
Tha^i, chairman of the commission for information of the local LDK
branch, and two Albanian employees, working abroad, from the
village of Medvec, were taken for interrogati-ons to the police
station. They were released with the order to report again.
MALISHEVA: During the last three days and today, the local police
of the security center of Rahovec raided for weapons some families
in the village of Shkoza. On this occasion, Abdullah Byty^i was
taken for "informative talks", and his brothers Rizah, Zenel, and
Idriz were physically ill-treated.
OBILIQ: Some Serbian policemen went to the houses of the families
Baca and Mehmeti and physically ill-treated all family members on
the pretext that they let pasture the cattle. The same ones checked
the identity of and brutally physically ill-treated Ekrem Mehmeti
(20), who for his injuries had to stay at the hospital.

July 23rd,

MITROVICA: The policeman Ratko Antonijevic and three other
policemen raided for weapons the house of Osman R. Kolludra (65) in
the quarter of "Pirq". On this occasion, they physically
ill-treated his two sons Shemsi (35) and Ali (30), his brother
Avdullah (70), threw to the floor all clothes from the wardrobe,
tore two passports and broke a wall-clock.
PRISHTINA: In the quarter of "Kodra e Trimave", four unknown
Serbian persons with a "Wartburg" car, registered in Kraleva,
intended to kidnap the child Ilir Makolli (13). Ilir was physically
ill- treated and interrogated by a policeman one week ago at the
local police station of the quarter. Apart of the clothes-market
behind the football stadium, the police unexpectedly attacked the
innocent citizens, women, elderly people and children. On this
occasion, a 40-years-old woman fainted. The financial police were
giving orders, and the police were collecting goods from the
Albanian traders and put them into the police cars. An Albanian
female seller, S. K. (45), widow and mother of seven, tried to
protect her goods from the financial police's hands, but some
policemen helped them and confiscated all her goods. Likewise, some
policemen in co-operation with the financial police plundered a big
quantity of goods from Albanian traders nearby "Rondelina" and on
the market-place of "Ulpiana".
KLINA: Bashor G. Buzhala (1974) from the village of ^abiq, a former
official of the local community's office of the village of Ujmir,
was taken by the inspector Radisav Zhivkovic for "informative
discussions" about some actual political questions.

July 24th,

PRISHTINA: The Serbian police at Prishtina airport stopped Hyrije
Sheqiri (30), jurist, temporarily sheltered in Sweden, who was
travelling together with her three children Yllka, Besa and Ylli
to Sweden. An inspector and two police-men physically and
psychically ill-treated her for more than two hours, while her
frightened children were waiting in the airport's hall. The police
interrogated her about her husband, Rizah Sheqiri, former
journalist of Radio-Television of Prishtina, who presently lives in
Sweden, about his book "Merimanga e Drit&s" (The spider of the
light", published in Prishtina in 1991, and ordered her to
translate parts of this book. They were interested in the meaning
of her children's names and all the time were offending her on
national grounds. The Serbian owner of the "public house" Bata
Nikoli at Malet e Sharrit street, transformed a part of the town's
park at the side of this street into a parking for the cars of the
"visitors" of this house. Hajrush Abdullahu, living at Robert
Gajdiku street, was taken for "informative talks" about we-apons
to the security center, although he had handed over a rifle on 1st
June of this year.
DECAN: The confiscation of passports from Albanian employees who
are temporarily em-ployed in Western countries became an every day
phenomenon. The police go to the houses of persons who came for
their holidays, and exert repression on them in order to take money
from them. If one refuses to do so, they take him to the police
station, interrogate and very often physically ill-treat him. Until
now, 30 passports were confiscated, while some of these employees
paid money to avoid the consequences. Some of them, frightened by
the police, refuse to give their statements to us.
GJILAN: Fehmi Rexhepi (1945), a historian at the historical
institute of Prishtina, went to the security center of Gjilan to
ask for his passport, confiscated on June 11, 1994. The responsible
officer sent him to the chief Dusko Veselinovic, who categorically
and arrogantly told him that he will not allow Fehmi to have his
passport.
PRIZREN: Qamil Buzhala, chairman of the district's financing
council, was taken for "informative talks" to the security center
The cash-notebook was confiscated from him, as well as the salary
list of the Albanian teachers and the council's stamps. Agim
Krasniqi, principal of the primary school of the village of Medvec,
was taken for "informative talks" about his activities in the
village, about the teaching process and the manner of financing the
teachers. He was also threatened that he will be imprisoned, as he
abused the school premises by allowing meetings of the villagers to
be held.
KLINA: The Serbian police of the local police station of Klina
arrested at his house in the village of C C Cerovik Afrim Nuraj
whom they brutally physically ill-treated and to whom they caused
physical injuries accusing him that in 1992 he had participated in
military drills in Albania.

July 25th,

MITROVICA: Every day since 21 July, Halit R. Berani (45), chairman
of CDHRF's sub- council and member of the local LDK branch's
presidency, was summoned for weapons to the security center. He is
accused that he inherited from his father an Italian gun and a
rifle. Seven Serbian policemen and three inspectors violently
expelled from their flat in Obiliq street 38 the family of Byrhan
M. Vetmi (52), who for financial reasons had emigrated to Sweden 5
years ago. In the flat were living his mother Nevruzja (72) and his
sister Vasfije (42). A Serbian employee was settled there. The flat
was bought by Byrhan 19 years ago from the Serb Mileva Bobic to
whom the money was paid cash. The policeman Ratko Antonijevie
interrogated for weapons Xhem& D. Ademi from the village Broboniq
at the security center.
PRIZREN: Haxhi Krasniqi, chairman of the local LDK sub-branch, and
Qemajl Krasniqi, chairman of the financing sub-council of the
village of Medvec, were taken for "informative talks" about their
activities in the village and the manner of collecting money to
the police.
RAHOVEC: On 24 July, Milazim Morina (1962) from the village of
Ratkocer, vice-chairman of the district's financing council, was
taken for "informative talks" to the police of Rahovec by a Serbian
inspector of the security center of Prizren and by the inspector
Hasan Rrustemi from Rahovec. Afterwards, they went with him to his
house, raided it and confiscated a computer with a printer, a
printing machine and a calculator. He was released on the condition
to report again today, he was interrogated and left with an order
to report again on 29 July and to hand over the stamps and
documents of the council.
KLINA: Gjon Daka from the village of Pot&rq, temporarily employed
in a Western country,
was taken for interro-gation to the police, and his passport was
confiscated. The police searched in the village of Budisalc for
Gjergj Gjetaj, who works in the U.S.A., and interrogated his son
Petrit, a pupil, whom they asked about his father in a provocative
way.
PODUJEVA: The police physically ill-treated for weapons the couple
Gani and Mihrije Abdyli from the village of K&rpimeh. For her
injuries, Mihrije had to seek for medical care.
GJAKOVA: Ram& Syl& Tali (1959) from the village of Babaj i Bok&s,
who temporarily was employed in Switzerland for 12 years, was
taken for "informative talks" to the security center. The
inspectors particularly asked him about political activist living
in diaspora: Xhafer Shatri, Hajdar Sadriu, the late Enver Hadri,
and others, and ordered him to report again on 1st August.
JUNIK: Yesterday and today, Sadri Goqi (60) from Junik, was
summoned for weapons to the local police station of Junik.

July 26th,

PRISHTINA: The political prisoner Ukshin Hoti, chairman of the
Party for National Unity, who was serving his condemnation in
Dubrava prison, was transferred to the correction house of Nish. As
well, the political prisoners Shemsi Veseli and Jonuz Loshaj were
transferred to Pozharevc prison respectively to Mitrovica e
Sremit prison.
DE^AN: Is& Hasanmetaj, vice-chairman of the local branch of the
Parliamentary Party of Kosova of De~an. was taken for "informative
talks" to the police.
SUHAREKA: Yesterday and today, Shpres& Veselaj (1964) from the
village of Re~an, secretary of the local LDK branch, secretary of
the "Shk&ndija" primary school, and member of CDHRF's sub-branch's
presidency of Suhareka was taken for "informative discussions".She
was interrogated about her activities, the manner of financing
teachers at school, and was left with an order to report again on
29 July. As well, Dr. Sejdi Elshani today was taken for
"informative discussions".He was interrogated about the unctioning
of CDHRF's sub- council of Suhareka, about his activities as an
activist of LDK, and he was left with an order to report again the
following day.
MALISHEVA: Demush Krasniqi from the village of Drenoc was taken for
weapons to the local police station of the village of Kijeva. When
they released him, he was ordered to report again the following
day.
MITROVICA: Eight Serbian policemen raided the houses of brothers
Sefer (48), Xhafer (43), D&rgut in "Ura e Gjakut" quarter. They
confiscated cigarettes in a value of 750 DM, juice in a value of
670 DM, and arrested Xhafer and Sefer's son Nexhat (16) who are
still under arrest. On 23 July, seven Serbian policemen searched at
his house Abaz Rexhepi (56) and his son Sylejman (26), who because
of the repression and physical ill-treatments had to leave to
Germany on 12 April, 1995. As they were not at home that day and
on 24, 25 and 26 July, the police took for "informative
discussions" Abaz' next son Abedin (21) and searched from him an
automatic gun, from which his father allegedly had fired some shots
on a wedding some years ago. The policeman Ratko Antonijevic
threatened Abedin that if he does not hande over the searched gun,
they will destroy his kidneys by torturing him.
VUSHTRRI: The financial and order police closed all markets and
confiscated all the goods to some of the traders.
PODUJEVA: The employees of the "Naum Veqilharxhi" primary school of
the village of Llapashtica Fadil Havolli, principal, Murat Havolli,
secretary, Bajram Bashota, former principal, and Muhamet Cakiqi,
employee engaged at the cabinet of defence, were taken for
"informative talks" to the security center.
GJILAN: Emin Makuli (1972), A. Presheva street 46, was summoned to
serve his term of 4 months' imprisonment to which he was sentenced
in 1992 for desertion from the Yugoslav army.
FERIZAJ: The Serbian installed authorities distributed decisions to
Albanian owners of outlets to pay taxes from 1.000 to 1.500 DM for
the first six months of this year. To some wealthy firms, they set
the taxes even higher.

DELAYED INFORMATION:

PODUJEVA: On 10 July, some policemen searched for weapons at the
house of Sali Begolli. On 12 July in the village of Bellopoja, the
police searched at his home for Idriz E. Llumnica. On the Surdull
- Shajkofc road, some policemen stopped, checked the identity of
Agim Makolli and Naim Berisha, took them with them to the police
station and ordered them to report again the following day. On 13
July, the police searched for weapons at the house of Bajram
Rexhepi. On 15 July, a police squad raided for weapons the house of
Avdullah Murati, arrested and physically ill-treated him and his
grandsons Jashar and Esat Azemi. Avdullah was searched at his home
also on 19 July, when they took and physically ill-treated his
grandson Esat. On 16 July, the police intervened at the premises of
the "Naim Frash&ri" primary school of Podujeva, while there was
held a final celebration of a soccer tournament, checked the
identity of all the participants, and took some of them to the
police station. On 16 July, some policemen searched for weapons at
the house of Ismail Isufi, teacher at the primary school of the
village of Obran^a, in the village of Llapashtica. They physically
ill-treated him in front of his family members, and took him to the
local police station of Podujeva where they were interrogationg him
about his work at school. On 17 July, the police searched for
weapons at the house of Sabit and Nexhmi Sollova in Podujeva. To
both of them was left an order to report to the police station the
next day. On 18 July in front of his store, some policemen arrested
Milaim Fejzullahu, an LDK activist in the village of Lluzhan, and
interrogated him about his and LDK's political activities during
1991-1992. On 19 July, some policemen raided the house of Rafet
Dervisholli, where they confiscated a large quantity of tobacco in
a value of 2.000 DM. On 19 July, the police raided for weapons the
house of Rahim Kodraliu in Podujeva, and ordered him to report the
following day to the police. On 20 July, some policemen raided the
house of Shefki Hasani in Podujeva for unknown reasons. On 20
July, some policemen brutally physically ill-treated brothers Azem
and Rizah Mustafa from the village of Pakashtica e Ul&t, and their
friend Muhamet Dibrani from the village of Revuqa, who were working
on their land, on the pretext that they had damaged the village's
forest.
PRISHTINA: On 3 July, some Serbian policemen confiscated at
Prishtina airport his passport from Latif Kosumi (1965) from the
village of Krushevc, employed in Sion (Switzerland), who wanted to
return from his holidays at home. On 20 July, the Serbian police
plundered all goods on display at the market-place of Ulpiana,
which have as a seller guessed a value of tens of thousands of DM.
FERIZAJ: From 8 until 15 July, Xhavit Zariqi from the village of
Rahovica, was physically ill-treated for weapons at the local
police station of the village of Babush. On 17 July, a courier of
the authorities for defence of Ferizaj distributed summonses to the
military service to the juveniles Bekim Selmani (1969) and Tefik
Sadriu (1969) in the village of Koshare. They did not accept the
summonses.
VUSHTRRI: On 9 July, a police squad raided for weapons the house of
Beqir Musa in the village of Samadraxha, while his son Musa was
ordered to report to the police station. On 13 July, Mursel Aliu
from the village of Strofc was summoned for weapons to the local
police station of the village of Prilluzhe. On 14, 15, 16, 17 and
19 July, he was physically ill- treated. On 20 July, 10 Serbian
policemen raided the house of Mursel Sinani in the village of
Zagori, when they searched for his brother Hakif who for a while is
not at home. At last, the police confiscated the passport from the
son of Mursel's next brother, Sk&nder Mustaf& Sinani.
PRIZREN: As he did not response to the summons on 18 July, on 19
July, Is& Gashi in the village of Hatmaxhe, was arrested for
weapons at his house. At the police station, he was brutally
physically ill-treated, until he fainted, and he was brought
unconscious to the hospital, where the Serbian principal refused
to give him medical care.
GJILAN: On 16 July, three policemen of the security center
confiscated an air-gun from Haki Bajraliu (1948), a teacher living
at "Qenar ^eshme" street, who a while ago was the principal of the
primary school of the village of Velegllava, where this gun served
for the purposes of the national general defence. On 20 July at
the border-crossing point of Subotica, Rabit and Fazli Hajdini
(1974) from the village of Llovc, were physically ill-treated by
the Serbian customs police, when they were returning to their
home-land from Switzerland. As Fazli has not served yet his
military service, the police threatened him that he will be sent
immediately to the army and plundered 1.500 DM from him.
KAMENICA: On 16 July, the policeman Zika Filic interrogated
together with three other policemen Halil Tosku, an LDK activist
of the village of Hodonoc, about weapons. He was ordered to report
to the police also on 17 July, when he was threatened and
psychically ill-treated. On 16 July in the village of Hodonoc, the
Serbian policemen Zoran and Cicki searched for weapons at the house
of Metush Basha, employed in Switzerland, and from his wife Tevide,
they searched a rifle. On 17 July, some policemen arrested for
weapons Selami Leci from the village of Hodonoc, employed in
Switzerland, who had come home for holidays, at his house. At the
police station, his passport was confiscated, and given back after
some provocations. On 18 July in the village of Kara^eva, two
Serbian policemen confiscated a rifle, owned by permit of the
respective authorities, from Hazir Tha^i. On 16 and 20 July, the
Serbian policemen Negovan and Cicki searched for weapons at the
house of Nazmi Qehaja in the village of Roga^ica, whom they last
time had taken away 3 km from his home, interrogated him and
searched an automatic gun from him.
PEJA: On July 20 at the border-crossing point of Scepanovo Polje
between Serbia and Montenegro, the Serbian police took Murat
Kosumoviqi (1933), pensioner, Landovica street, off the
Sarajevo-Podgorica bus, and brought him immediately to the
security center of Fo^a, where the inspector Zoran Tadic or Nedic
(as he did not remember exactly his family name) brutally
physically ill-treated him for more than 20 hours with plastic
truncheons, fists and kicks allover his body, causing him severe
physical injuries, offended him on national grounds and threatened
that he will kill him by tortures like he had killed many Muslims
before. His injuries are testified by a doctor's certificate and
photos.
