We used to have this problem because the GROUP id of the user had problems.
(cannot remember what was the problem, either the GIDs were too high (1000
and higher) or the GIDs didn't map to a group .
Dunno if this helps, but it's worth checking

The things to do:
- Check the passwd program. It should suid for root. To be exact:
-r-s--x--x root security
- Check /etc/passwd for anomalies (like links etc)
- Look at the administrative flag for all users. It should be of
- run a mkpasswd.
If there is anything you didn't try, try it. Otherwise I wouldn't
know.
If the user's flags entry in the /etc/security/passwd file is assigned the
ADMIN attribute then only the root user can change this password.
