Ken/cyclists ceramic half moons designed to remind motorists where NOT to drive tend to break / shatter. Result is angled shards that can puncture/ hazard cyclists tires etc which is not safe. Opinions?

Don't start a petition, just go talk to the city staff.
I complained politely in writing more tha a year ago to both to a city commissioner and the city manager. My sense is that, for whatever reason, the city doesn't particularly care.

Yes, they are common but not the best application adjacent to bike lanes.
Petitions never work and are only divisive in a community used to face-to-face discussions. In a city as small as Decatur your better off working with the staff directly. And that means talking to them and cultivating a good relationship. The broken turtles are clearly a safety issue and should be cleared up, if not all replaced wholesale.
