Dear Mr. Neely:

Thank you for contacting me regarding S.1708, the "Bicycle and Pedestrian Safety Act."  I appreciate hearing from you on this issue.

S.1708 was introduced in the Senate on November 14, 2013, and referred to the Senate Committee on Commerce, Science, and Transportation.  If enacted, this legislation would modify Title 23, United States Code, to require the Secretary of Transportation to establish performance measurements for both motorized and non-motorized transportation under the Highway Safety Improvement Program.

In the 112th Congress, I voted for the Moving Ahead for Progress in the 21st Century Act (MAP-21; P.L. 112-141) which reauthorized the Highway Safety Improvement Program. I believe it is crucial that we provide states and local governments the certainty they need to make long term investments, encourage continued job creation, and provide for the safety and sustainability of our transportation infrastructure.  I understand your concerns about the Highway Safety Improvement Program and will keep your thoughts in mind should S.1708 come before the full Senate for consideration.
