We've updated the BigQuery 'bq' tool to version 2.0.14, with the following changes:
* Add --use_cache and --require_cache
* Add --allow_jagged_rows flag
* Switch the --allow_large_results default from False to None
* Add support for GCE service accounts

You can get it from code.google.com, or by easy_install (--upgrade). Please let us know how it works for you. If you have questions, we like fielding them on Stack Overflow, where other people can find them.
