BigQuery command line tool, bq, updated to version 2.0.17

Since the last announcement, we've made the following changes:

- Support for running queries via the jobs.Query and GetQueryResults API.

- Add a new command to insert via the streaming API.

- Print error information for jobs.

- New option to list all datasets.

- Minor bugfixes.

To upgrade your current version (if you used easy_install to install it):

easy_install -U bigquery
